We are committed to reach net zero by 2030 with an 80% real carbon reduction to our emissions and working with partners and communities to achieve a carbon neutral County Durham by 2045.
The Climate Emergency Response Plan sets a shared vision for County Durham to 2045, with priorities and associated actions over the next two years (2022-24), to tackle both the council’s and County Durham’s contribution to climate change.
The document has been developed with support from strategic partners but is owned by residents, communities, and businesses within County Durham, building on the previous climate emergency response which ran from 2020 to 2022.

Climate Emergency Response Plan (CERP3)
CERP3 was adopted by Cabinet on 10 July 2024.
This is our most comprehensive Plan to date, capturing a much greater variety of actions from our partners. There have been no changes made to the targets we are working towards. This CERP will be in operation for a three year period until 2027.
